Why this work existed
An external intelligence could orient through Tyme Hall and traverse into repositories, but could not determine a responsible contribution because active institutional work, its current state and its acceptance boundary were not visible.
Evidence and lineage
The original proposal, review state and promotion remain inspectable rather than being rewritten as though the work had always been integrated.
Current contribution frontier
HALL-WORK-001 is not an open request to review a closed pull request. Current participation should begin from the public Office and Contribution surfaces, where the active state and permitted challenge paths are explicit.
Authority boundary
Allowed: inspect, critique, cite evidence, identify stale or contradictory state, and propose a bounded correction.
Not implied: merge authority, Canon promotion, Office reassignment, autonomous execution, Notion mutation, or expansion into unrelated repositories.
